Reforming gloomy France

In a recent survey France in response to: "Do you think that 2001 will be better or worse than 2010" only 15% thought it would be better. It was bottom of the league. UK was only somewhat better at 22%.

BEHIND the bustling terrace cafés and bright municipal blooms of springtime, France today is not a happy place. Tense, fearful and beset by self-doubt, the French seem in a state of defiant hostility: towards their president, political parties, Islam, immigrants, the euro, globalisation, business bosses and more. Such is France’s despondency that its people face “burnout”, said the national ombudsman recently; previously, he had described the nation as “psychologically exhausted”.

Cheer up!

Investing in South of France Properties

South of France is one of the more attractive European locations to invest in. The real estate here is much sought after by the who's-who as well as people from all walks of life. While the likes of Johnny Depp, Tom Cruise and David Beckham maintain homes in Southern France, savvy foreign investors are increasingly buying property here while some are moving to the South of France just for a better way of life. So what is the allure of Southern France that attracts property buyers from across the world?

Appreciation in value
Land is always a great investment, but exponentially so if you buy a home, farm or holiday villa in Southern France. While the prices of Southern France properties can understandably be a tad steep, the pay-off is the appreciation in property values, which can fetch you a tidy sum at resale time.

Great place to live in
Scenic beauty, Mediterranean climate, relaxed way of living - these are some of the many compelling reasons quoted by foreigners who have made South of France their home. The affordable costs of living and some good real estate bargains are other rationales that make Southern France an attractive European region for those contemplating a lifestyle change by relocating to a different country.

Great rental potential
Smart investors are increasingly buying holiday homes and villas in the South of France to rent them out to holidaymakers. The rental potential of Mougins villas and Cannes villas, for instance, is excellent.

Southern France destinations are popular holiday spots the world over. In fact holidaying in Cannes or St.Tropez is something that celebs and regular folk alike look forward to. Penny pinching is really not an option when you are looking to soak in the beauty of a Southern France destination (though there are cheaper accommodation options of course). As the owner of a holiday villa in Cannes, Cap D'Antibes or Mougins, you can confidently charge high rental rates.

As with any country, there are some procedures involved in real estate buying-and-selling on French shores as well but it is not all that complicated. This is yet another reason why real estate investors looking for profitable and hassle-free property transactions put South of France on their lists.

Average property price increases in 2010 as buyers return

Graham Downie, who runs Cognac Property in western France, told the newspaper that ‘interest from international buyers dropped substantially at the end of 2008 but transaction numbers are rising once more’.

Recent figures from the Fédération National de l'immobilier (FNAIM), the French estate agents' body, found that the average price of all homes rose 6 per cent in 2010 and property purchases exceeded 700,000 – a 15 per cent rise on 2009.

FNAIM president René Pallincourt said: “Prices, after having fallen quite significantly – approximately 10 per cent if we look at the end of 2009 – have regained a certain strength.”

The Guardian reports that ‘the average price of a home in Burgundy is now €148,400 (£129,000), while in Languedoc the figure is €208,800 (£182,000) rising to €384,200 (£334,000) in Provence.

‘The federation and lenders, such as Credit Agricole, predict rises of about 3 per cent this year, with larger increases in cities.’

Brit Landlords Hit by Tax Change on Properties in France

As part of the financial squeeze tax changes have been introduced regarding letting abroad.

Connexion reports that British residents who let furnished holiday accommodation in France have lost certain tax advantages with the new tax year.

Previously landlords could offset the cost of repairs and furniture and fittings against capital gains tax when they sold. They could also use losses incurred on their letting business to lower their British income tax.

Now it is only possible to offset losses against certain income from that specific business. Further changes relating to the lets are on the way from April next year, increasing the number of days a year that properties must be let or available to let.

Guide to Paris and France

BonjourParis French News is a daily news roundup for France travelers and expats. Mostly English language with some French news about anything and all we can find about France, such as: Paris, French cities and villages, dining, lodging, events, wine, culture, museums, art, landmarks, sightseeing, French life, US-France relations, books about France, food and cooking, fashion, shopping and so on.

Here is a sample of their stories today:
Rare works by Impressionist painter Gustave and photographer Martial Caillebotte are paired in the current Caillebotte Brothers exhibition at the Jacquemart-André Museum until July 11, 2011.

France Job Hunt: Hiring Practices in France - I recently learned a disturbing fact about applying for a job in France: when sending out a CV to a potential employer, a mandatory part of that CV is a photo of the applicant. If you have lived in the United States for any period of time, this concept seems downright outrageous. It feels so totally un-American that the word foreign seems a very apt way to describe this particular French employment practice.

In the Brittany Bistro: Cabillaud aux Haricots Blancs ~ Cod with White Beans and Tomatoes. Our bistro menu today features dishes à la bretonne, meaning that they will be prepared or garnished with white navy beans. One of Brittany's gourmet products is a small white bean, the Coco de Paimpol, which was recently recognized with the Appellation d'Origine Contrôlée guarantee of quality. In fact, the whole region is mobilized during the harvest because the beans must be gathered by hand.

Moving Back to France - Top Tip

Your best tip or advice to other people considering moving to France?
Learn as much of the language as you can before moving, visit France to do so, it's the only effective method. Do NOT waste your money on expensive language courses, lessons etc. Nobody ever learns anything useful that way.

Visit France as often as you can, daytrips etc, and put yourself into situations where you have to speak French no matter how little of the language you know, e.g. take the bus, buy at markets and small shops, ask for directions etc. Of course it's hard but, believe me, it's much, much harder if you have hardly any ability in French.
