Water Restrictions in France

French authorities have widened water-use restrictions to more than half of the country’s departments, as drought conditions persist in the European Union’s largest agricultural producer.

Limits and bans on water use were in place in 50 of France’s 96 mainland departments as of Thursday, up from 42 of the administrative regions on May 20, according to an online statement by the Environmental Ministry.

France Property - Bubble Burst? No

French property prices are going up but experts differ on the reason why property in France has become more expensive. The French Institute for Statistics says the price rise is down to the lack of accommodation and not down to speculation.

On Tuesday the general manager of the INSEE, Jean-Philippe Cotis explained that the surge in housing prices in France over the last few years seems predominantly linked to the lack of volume rather than to financial speculation, unlike the situation in UK or Spain.

In France the drop in property price has been limited (-7% in 2009) and prices quickly went up again (+6.3% in 2010). In addition the volume of transactions are practically back to its level pre- financial crisis level.

It is a Taxing time in France

President Sarkozy with Presidential elections on the horizon has been targeting foreign holiday home owners.

From January 2012, holiday home owners will be hit with a new property tax. It is based on the rental value of the property - so flats in the north will pay less than villa owners on the Med coast. The cost will be 20% of this nominal rental value per year.

Not a popular move for sure, and there is talk that this regulation will be challenged in the European courts as it discriminates against foreign property owners.

Normandy Invasion by G8

Reuters reports on the latest Normandy invasion:

Normandy's seaside resort town of Deauville will see an invasion of a gentler kind: the annual Group of Eight summit, which will gather 18 heads of state and 2,500 delegation members to discuss North African unrest and other global issues.

The G8 dignitaries should feel right at home in Deauville, which has been the playground of the Parisian elite for decades.

In 1858, the Duke of Morny, a half-brother of Napoleon III, decided to create "a kingdom of elegance" and built the first half-timbered villas that give Deauville its unique look.

Just two hours from Paris, Deauville is still a haunt for the wealthy, although the crowd is less exclusive now.

With its racecourse, harbour, international film festival, marinas, conference centre, villas, Grand Casino and sumptuous hotels, Deauville is regarded as the "queen of the Norman beaches" and one of the most prestigious seaside resorts in all of France. We are getting worried about the lack of rain in southern England but in France the situation is worse. The Telegraph reports .....

More than two-thirds of France's water tables are at below-normal levels, the Office of Geological and Mining Research (BRGM) said separately.

Nearly a third of the country's 95 departments, or administrative districts, have imposed water restrictions on part or all of their territory.

You Have been Warned: Speeding Fines in France

Connexion reports on the high level of speeding fines in France.

Last year speed cameras generated 4.6 million fines, government figures show.

A total of 1,740 cameras on French roads resulted in 11 million alerts being sent from the machines to a national processing centre, of which 4.6 million resulted in fines sent out, or an average of just over seven a day per camera.

The Interior Ministry figures follow the government’s announcement of a plan to remove warning signs for cameras, likely to result in an increased number of fines.

What else gets my goat? There is a roundabout nr Sovereign Harbour going towards Eastbourne which is approached along a dual carriageway. The left lane is clearly marked with a filter for cars taking the first exit. If there is a queue back from the roundabouts - say at rush hour in the morning - drivers just cannot wait. They are more important than everybody else and move into the left lane (often with near misses) and then at the roundabout do not filter left but take the 2nd exit (and even worse the 3rd exit). Oh joy!
